Representation in Westminster in the 1990s : The ghost of Edmund Burke

Why are 'trustee' notions of representation still invoked in the UK House of Commons in the 1990s? In answering this question this article analyses the premises of Burkean theory and the arguments that these premises are of little relevance in the late twentieth century. Despite these dismissals of trusteeship, Burkean ideas are still articulated in the Commons some 200 years after they were first voiced. The idea of trusteeship can prove extremely useful to justify the actions of representatives when those actions conflict with constituency 'opinion', party policy or the wishes of interest groups. A tale of two anomies: some observations on the contribution of (sociological) criminological theory to explaining hate crime motivation

This paper argues that hate crime is simply an inherent and normal component of contemporary society. Regardless of a concerted intervention – legislative, situational and social crime prevention – against this significant social problem in the USA and Europe in recent years, there remains a ubiquitous, albeit often latent, continued existence of hate motivation throughout society which remains at a considerable and increasing risk of actualisation as individuals come into contact with other likeminded individuals. This is particularly an issue in the information age which has greatly enhanced the spatial proximity of these hate-minded people to each other. It is shown that an established body of sociologically informed criminological theory – in particular that founded on the European and US anomie traditions – can be adapted to explain and understand the existence and persistence of hate motivation at all levels of the social world. This provides the basis for an extensive educative - and thus preventive - programme to tackle pervasive cultures of hate

Automated control of hierarchical systems using value-driven methods

An introduction is given to the Value-driven methodology, which has been successfully applied to solve a variety of difficult decision, control, and optimization problems. Many real-world decision processes (e.g., those encountered in scheduling, allocation, and command and control) involve a hierarchy of complex planning considerations. For such problems it is virtually impossible to define a fixed set of rules that will operate satisfactorily over the full range of probable contingencies. Decision Science Applications' value-driven methodology offers a systematic way of automating the intuitive, common-sense approach used by human planners. The inherent responsiveness of value-driven systems to user-controlled priorities makes them particularly suitable for semi-automated applications in which the user must remain in command of the systems operation. Three examples of the practical application of the approach in the automation of hierarchical decision processes are discussed: the TAC Brawler air-to-air combat simulation is a four-level computerized hierarchy; the autonomous underwater vehicle mission planning system is a three-level control system; and the Space Station Freedom electrical power control and scheduling system is designed as a two-level hierarchy. The methodology is compared with rule-based systems and with other more widely-known optimization techniques

Revision of the weevil genus Epimechus Dietz (Coleoptera: Curculionidae: Anthonomini)

Epimechus curvipes Dietz is designated as type species of the genus Epimechus Dietz. Ten additional species from western North America, including four new species, are assigned to the genus: E. aemulus Fall; E. flavirostris Fall; E. mimicus Dietz; E. adspersus Dietz; E. mobilis Fall; E. nevadicus Dietz; E. molina, new species (Arizona, Baja California Norte); E. combustus, new species (Arizona, New Mexico, Utah); E. signum, new species (Arizona, Coahuila, Colorado, New Mexico, Saskatchewan, Texas, Utah) and E. hesperius, new species (Arizona, California, Colorado, Guanajuato, Idaho, Nevada, New Mexico, Nuevo Leon, South Dakota, Texas, Utah, Wyoming). These are distinguished from other Anthonomini by the short, simple tarsal claws. The names Epimeclws modicus Fall, E. soriculus Dietz, and E. nanulus Fall are placed in new synonymy under E. curvipes. Lectotypes are designated for E. adspersus and E. nevadicus. Two species formerly in Epimechus are transferred the subgenus Cnemocyllus Dietz in Anthonomus Germar: E. arenicolor Fall as Anthonomus arenicolor (Fall), new combination, and E. canoides Fall as Anthonomus canoides (Fall), new combination. Adults of species of Epimechus have been collected on plants in the genera Baccharis, Chrysothamnus, Ericameria, Gutierrezia, Haplopappus, Senecio and Tetradymia (all Asteraceae)
